The first European country to legalize marijuana could be Luxembourg.
LUXEMBOURG CITY — The government of Luxembourg is expected to become the first country in the European Union to end marijuana prohibition and legalize recreational marijuana.
After the government put forth a plan to allow the possession and cultivation of cannabis for personal use, lawmakers are expected to introduce legislation for such purposes. The Luxembourg Ministries of Justice and Homeland Security put forth the plan.
“The idea is that a consumer is not in an illegal situation if he consumes cannabis and that we don’t support the whole illegal chain from production to transportation to selling where there is a lot of misery attached,” said Luxembourg Justice Minister Sam Tanson in a press statement. “We want to do everything we can to get more and more away from the illegal black market.”

Justice Minister Tanson is a member of the European Green Party. The Green party’s official Twitter noted that Tanson “announced that the country will take a major step towards a preventive security and drug policy by presenting measures to prevent drug-related crime, including long-term solution.”
“The measures include regulation of cannabis use and cultivation: adults will be able to legally cultivate up to four cannabis plants for their own use, provided the cultivation is happening at their place of residence,” they tweeted, also noting that “consumption and transport of cannabis or cannabis products in public spaces will no longer be a criminal offense, but an administrative offense punishable by a fine” is a part of the proposal. Tanson added that the “new initiatives…expand awareness-raising and addiction prevention services at schools, as well as addiction therapy.”
Marijuana Moment’s Kyle Jaeger further reports that the proposal has been a long time coming among the coalition of major parties in Luxembourg’s Chamber of Deputies — the country’s legislature.
