For decades, health protection strategies in Western countries have promoted a wide range of regulatory measures aimed at reducing tobacco consumption, the leading cause of disease and avoidable mortality in our environment.Over many years, progress in the fight against this addiction has been based primarily on strategies such as limiting advertising, taxation that makes it difficult to purchase products, restrictions on the social spaces in which consumption is permitted, and the involvement of the health system in smoking cessation.

However, scientific and health authorities in many countries agree that it is necessary to renew approaches and broaden public policies aimed at mitigating the effects of tobacco on people’s health. It is necessary to design new orientations that are not only aimed at trying to limit use rates through prohibition, but also to promote actions that effectively reduce the impact on the population, especially those in which consumers themselves can participate more decisively.

Harm reduction strategies are traditionally part of a class of public health interventions that are aimed at pragmatically managing the problems generated by addictions, and have offered consistent and widely accepted results in many different settings.However, it is an orientation that in the area of smoking has not had, until now, a sufficiently relevant space within the strategies for tackling this problem, despite the fact that at the present time there are many new scientific and management contributions in this area.

The TOBACCO HARM REDUCTION SUMMIT SPAIN 2023 aims to provide a space for evaluation and debate on the impact that harm reduction strategies can have in the field of smoking, offering a range of international perspectives ranging from scientific analysis of the issue to its political and regulatory implications. It provides a forum to contribute to the generation of new proposals for tackling the problem of smoking, providing new points of reflection for scientists, professionals, technical and political decision-makers.
